Харцем для объяснения различного развития бывших европейских колоний; согласно 'этой теории колонии представляли собой фрагменты европейского сообщества, находившиеся на разных этапах политического созревания и созданные политической элитой, приверженной определенным политическим ценностям; когда они были частью большой империи, они участвовали в политической конкурентной борьбе, которая была основой развития; оторвавшись от европейского сообщества, они во многом оказались привязаны к своему текущему политическому состоянию; напр., США изначально были "либеральным" фрагментом, а другие колонии — "феодальными")
